Overview

City Discounts

Most cities in King County have utility discount programs providing up to 50% discount on electric, water, sewer and garbage bills for seniors and persons with disabilities.  It may also be available to low income individuals and families. Persons in subsidized housing (Section 8) are usually not eligible.  Call your city government to learn more.

Low Income Home Energy Assistance Program

LIHEAP is a seasonal (Nov thru June) Federally funded program that offers grants of up to $1,000, one time per year, to assist with heating bills. Apply at Centerstone (formerly CAMP), in the City of Seattle, HOPELINK or South King County Multi-Service Center (King County). Eligibility is based on household income that is at or below 125% of the federal poverty level.

Emergency Low Income Assistance (Seattle)

ELIA is a City funded emergency assistance program for utility bills. Applicants must have first applied for LIHEAP through Centerstone. Grants are intended to pay the gap after a LIHEAP grant in order to get the utility turned back on. Eligibility is based on house- hold income that is at or below 125% of the federal poverty level.  Call Centerstone at 800-348-7144. Call ELIA at 206-684-3688.

Project SHARE (Seattle City Light) is a customer funded assistance program of up to $500. Eligibility requires a Seattle City Light Customer Service Referral. Call 206-684-3000.

PSE HELP

Electricity and natural-gas customers of PSE may be eligible for utility assistance through the HELP program in amounts up to $750 per year. Eligibility is based on household income that is below 150% of the federal poverty level.  Call HOPELINK at 425-869-6000 (East & North King) or the Multi- Service Center (South King) at 800-348-7144.

Weatherization Program

Owners and renters with utilities provided by PSE may qualify for free weatherization assistance to lower their monthly heating costs. Call Puget Sound Energy at 888-225- 5773.
